The Haryana government introduced a new retirement housing policy for senior citizens due to the rising trend of smaller family units and an ageing population.
Due to the rising trend of smaller family units and an ageing population, the Haryana government has rolled out a policy to develop organised and safe housing projects for senior citizens in the state.
The policy was introduced by the Additional Chief Secretary of the Town and Country Planning Department (DTCP), Shri Arun Gupta. According to him, these housing projects will be developed in residential zones only and can span between 0.5 acre to 10 acres.
The policy is supposed to benefit the elderly who live alone or reside in nuclear families.
According to the policy, every project site should be situated along a 12-meter road with the allowed maximum floor area ratio (FAR) of 225. Ground coverage must not go beyond 40%. And up to 4% of the total FAR is dedicated to the shopping area to cater to the residents’ daily requirements.
Every housing project must have a dining hall of at least 100 sq. meters, a recreation room of 500 sq. meters, and a medical room. Also, each project must have an additional space for a gym, indoor games, and community activities.
The mandatory services which are mentioned in the policy include 24-hour ambulance services, physiotherapy, and nursing facilities. Additionally, the project management must establish an association with a nearby hospital for times of emergency.
Other facilities that are included in it are CCTV surveillance, trained security guards, power backup for every apartment, and uninterrupted access to critical zones like the medical room.
The policy also mentions that district-level monitoring committees will be formed to perform regular inspections to ensure compliance with standards and amenities.
Additionally, residents can register their complaints and access information through an online portal, and the deputy commissioner or municipal commissioner will address their grievances.
A tripartite agreement is crucial to outlining rights and responsibilities among residents, developers, and service providers. To ensure transparency, The Real Estate (Regulation and Development) Act of 2016 and the Haryana Apartment Act of 1983 will be applied to these projects.
